Over the course of April 2026, the Pennsylvania Department of Environmental Protection (DEP) has awarded $277 million to 44 manufacturers across the state through the Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) grant program, funding projects that reduce emissions and enhance energy efficiency in industrial facilities across Pennsylvania. RISE PA is funded for $396 million through the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grants.

The RISE PA Small-scale Award Track (SAT) program awarded $5 million in early April to 14 eligible participants and will issue up to $40 million through multiple future funding rounds. SAT is administered in partnership with Penn State's Pennsylvania Technical Assistance Program (PennTAP), which offers free site assessments to help manufacturers identify cost-saving and emissions-reducing opportunities. In the first year alone, this first round of SAT awardees will avoid over 5,000 metric tons of greenhouse gas emissions and save nearly $600,000 in energy costs. RISE PA also offers a Medium- and Large-scale Award Track (MAT/LAT), which awarded $267 million in late April to 31 manufacturers across the state. Applicants represent manufacturers with over 500 employees or requesting over $1 million in total eligible project costs. In the first year alone, this round of MAT/LAT awardees will avoid 1.3 million metric tons of carbon dioxide equivalent and save more than $3.1 million in energy costs.
